The Town of Newport is seeking a full-time Utility Customer Accounts Specialist who is able to perform difficult administrative, customer service, billing and fiscal work in support of the utility and other customer services.
An employee in this class is responsible for utility customer service, utility billing, coordination with field crews on changes; creation of new customer accounts in the data base; entering utility payments into the data base; bank drafts; preparation of past due notices and delinquent collections; final bills and account close outs; preparation of various utility reports; creates invoices for accounts receivables; backs up customer service in taking and entering payments; and handling more complex customer issues. The work requires considerable knowledge of the Town's utility customer service policies and field activities and considerable tact, strong office technology skills, attention to details, ability to meet deadlines, and courtesy in public contact functions. Considerable tact and courtesy are required in these public contact functions. Work is performed under regular supervision and is evaluated through conferences, by review of appropriate records and reports, and the accuracy and thoroughness of assigned responsibilities.
An employee in this positions establishes and maintains customer utility accounts and data base; updates rates in system; updates accounts with bills, payments, meter change outs, deposits and deposit refunds, address changes, etc.; performs inquiry on accounts to solve customer billing and payment problems; explains processes and fees to customers; maintains database for bank drafts and prepares bank drafts for bill payments; processes credit card payments; sets customers up for equal payment plans and reconciles annually. Assists customers with establishing utility accounts; describes and assists customers with utility and other municipal services; establishes customer account data base; coordinates connection and disconnection of service with field staff; prepares work orders; prepares final bill and determines deposit refunds. Desirable Education and Experience: Graduation from high school, supplemented by courses in business or accounting, and considerable experience in a billing and/or collections operation involving heavy public contact and the application of information technology to customer accounts and bills; or an equivalent combination of education and experience.
Starting salary is dependent on education and experience. The Town of Newport is seeking a full-time Finance Specialist who is able to perform difficult paraprofessional accounting functions for the finance operations in the Town.
An employee in this class is responsible for a variety of paraprofessional accounting tasks including handling accounts payable, payroll, accounts receivable, and performing related fiscal duties. Work includes creating a variety of payroll reports and paying payroll vendors, assisting with budgetary line item tracking, preparation of various records and reports, dealing with the public on a variety of financial issues, backing up other staff, and related accounting duties. Work is performed under regular supervision and is evaluated through observation, conferences, review of work, and audit of the records by an external auditor.
An employee in this position processes accounts payable and checks for paying bills and invoices; enters approved invoices into the fiscal data base; generates and distributes checks; maintains accounts payable records and files; establishes and maintains vendor files; communicates with vendors on invoices and payments; obtains W-9s and issues 1099s; issues purchase orders to departments.
Monitors department line items and notifies departments when funds are insufficient for encumbrances.
Processes time sheets; reconciles and enters time into payroll data base in time categories; enters bi-weekly and monthly payroll; prints check advice and distributes to employees; prepares and distributes a variety of taxes and benefits reports; runs and reviews edit lists and makes changes and adjustments as needed; uploads file to bank for direct deposit.
Prepares various and miscellaneous invoices; processes accounts receivable and enters into the data base; assists customers who are making payments; receives and verifies reports and deposits for various payments, taxes, etc.; resolves discrepancies.
Troubleshoots and corrects financial software issues; arranges for technical assistance from the technology vendor when needed; participates in evaluation of new software.
Places surplus property on GovDeaIs.
Provides assistance and back up as needed; assists with annual audit as needed.
Desirable Education and Experience: Graduation from a two year college with an Associate's degree in accounting and experience in an automated fiscal accounting environment, preferably in the public sector; or an equivalent combination of education or experience.

The Town of Newport Fire Department is currently accepting applications for a full-time Paramedic/Firefighter Trainee. Successful candidate will work a 48/96 shift schedule. Our department covers seventy-five square miles of response area composed of rural and suburban district. Shift personnel cross-staff fire apparatus and ALS transport units with a steadily increasing call volume, answering over 2500 calls for service in 2021.

The Town of Newport is seeking a Water and Wastewater Treatment Plant Operator that is a proactive individual with the ability to function as part of a team and independently under general supervision. Operates the Water and Wastewater Treatment Plant; makes adjustments to the equipment to maintain proper water quality, water flow, and volume; performs basic preventive maintenance to pumps, chemical feeders pumps and related equipment; performs water sampling and maintains daily records and reports of work performed and any other assigned tasks.
Applicant should have the ability to perform demanding physical tasks and work in all types of weather conditions. Hours are Monday- Friday 8AM to 5PM but must be able to work nights and holidays if called in for emergency repairs or disaster response. Position requires rotating weekend duty and after-hours on-call duty once training on the system is complete.
Minimum Requirements: High School Diploma or GED. Valid North Carolina Driver's License (Class B CDL with Tanker within 90 days of employment). Minimum requirements include NC C-Well and NC Grade 2 Wastewater Certification. May consider training the right candidate. The Town of Newport searching for the right candidate to fill the position of Codes Administrator. An employee in this position performs technical and administrative work in the issuance of permits and inspection of new construction and renovation projects to ensure compliance with State building codes.
Distinguishing features of the position:
An employee in this position is responsible for the issuance of permits; the inspections of building, electrical, plumbing, and mechanical installations for code compliance; serving as plans examiner for all construction in the Town; and reporting on code enforcement and inspections activities. Work involves monitoring departmental budget and purchasing, and technology management. Tact, courtesy, and firmness must be exercised in dealing with contractors and the general public. Work requires strong knowledge of building trades and construction practices, state certifications, and strong public contact, conflict resolution and administrative skills. Work subjects the employees to inside and outside environmental conditions; extremes in temperature; hazard associated with construction work; and may require one to work in close quarters, crawl spaces, and similar enclosed spaces. Work is performed under general supervision and is evaluated based on periodic conferences, review of inspection reports, enforcement activities, and through public reactions.
Essential Duties:
Reviews site plans, blue prints, and specifications; processes of applications for permits; approves permits.
Performs inspection of new building construction and renovations for compliance with codes in all four trades' areas of building, electrical, plumbing and mechanical in all phases of construction.
Administers the Zoning Ordinance; Minimum Housing Code Enforcement; ensures that building elevations meet the Special Flood Plain Hazards requirements; and the Energy Conservation Codes.
Communicates with property owners, contractors and developers and provides guidance on problems and mitigation; meets with a wide variety of property owners, developers, builders or others to discuss issues and solve problems.
Works with builders to develop relationships and plan for workload; advises contractors and others in interpreting and applying code regulations.
Maintains records of inspections and prepares necessary reports for the department using specialized software and field notes.
Notifies responsible parties of code violations and re-inspects to determine if corrective actions have been taken; issues stop work orders.
Coordinates work with planning and other staff.

Knowledge, Skills and Abilities:
Considerable knowledge of State building codes and local laws, and related Town ordinances. Considerable knowledge of construction and system installation procedures in building, electrical, plumbing, and HVAC mechanical systems.
Considerable knowledge of building structural installation procedures.
Knowledge of the application of information technology to the work.
Skill in reading and interpreting plans and specification.
Skill in the interpretation of codes and ordinances and their application to specific situations.
Desirable Education:
Graduation from high school supplemented with coursework in building trades and experience in the building construction industry and enforcement of code standards; or an equivalent combination of education and experience; prefer two year degree from an accredited college in the building trades. Preference given to those with contractor's license.
Special Requirements:
State certification as a Building Inspector in the trades' areas of electrical, mechanical, building, and plumbing at level III preferred. Possession of a valid North Carolina Driver's license.
