Human Resources Specialist

The Town of Newport seeks an individual for the  part-time position of  Human Resources Specialist. to perform  professional and administrative duties in support of a municipal personnel program.  An employee in this class serves as a Human Resources Specialist performs basic to progressively more difficult assignments. Applies fundamental Human Resource concepts, principals, laws, regulations, policies and operating procedures in accomplishing the work. Typical assignments involve one or more of the following functional areas: recruitment, employment, staffing, compensation, position classification, labor-employee relations and benefits administration. Essential Tasks and Responsibilities:

  • Develops and publish vacancy announcements, evaluate qualified applications and schedule interviews.

  • Maintains a variety of confidential and non-confidential files and records

  • Reviews Personnel Policy and update when changes are needed for position duties, job titles, pay grade, and compensation.

  • Processes documents and materials, as assigned including applications, changes in employment status, and payroll changes for the purpose of disseminating information to the Finance Department.

  • Responds to any other written and verbal inquiries from a variety of internal and external sources for the purpose of providing information, to include State and Federal Agencies.

  • Explains insurance, retirement, and other benefits to employees; processes changes and interprets personnel policies to staff; orients new employees

  • Implements detailed record keeping system and enters data into the system

  • Implements training for Staff regarding matters relating to HR, onsite or online.

  • Researches, interprets and applies HRM laws, regulations, standards, set precedent setting for decisions involving disciplinary matters, to include grievances.

Performs related duties as assigned.

Knowledge, Skills and Abilities:

  • Considerable knowledge of the theory, principles, and practices of personnel administration including the functional areas cited previously

  • Considerable knowledge of the laws, rules, and regulations which apply to personnel policies and practices in the municipal sector

  • Considerable knowledge of the trends and modern technology now being implemented in the profession . (not a complete listing)

Special Requirement:

  • Notary Public Certification or ability to achieve within 6 months of employment

  • Experience with HR Management in a municipal setting

Education and Experience:

Associate’s degree in human resources, Business or related human services field and considerable work experience in Human Resources management, or an equivalent combination of education and experience. Salary based on experience.

  • This is a part-time position with no benefits.

  • Normal work week is Monday through Friday, approximately 20-30 hours per week, depending on need.

Event Coordinator

Part-Time

The Town of Newport seeks an energetic community minded individual to fill the part-time position of Event Coordinator.  An employee in this class is responsible for planning, organizing, coordinating, promoting, and directing the Town of Newport’s special events and festivals.  This position is responsible for program budgets, raising sponsorship funds and making decisions regarding the health and safety of participants and employees.  The position consults with the Town Manager, businesses, and community leaders for the purpose of coordinating the efforts of all involved in hosting large festivals and events.  Work includes securing and maintaining ongoing relationships with sponsors, managing deliverables, securing entertainment and vendors, scheduling staffing and event layouts, and managing advertising and communication.  Work is performed under the regular supervision of the Town Manager. (Below is a partial listing).

Essential Tasks and Responsibilities:

  • Plans, organizes, and directs community-wide events for citizens of all ages.  (To include set-up, break-down, and clean-up.)

  • Determines program and events, selects location, and orders supplies.

  • Maintains continuing contact and liaison with Town Departments, Outside Agencies, Sponsors, Participants, Visitors, and Citizens to ensure effective presentation of the event.

  • Solicits and obtains program and event sponsors.

  • Secures and trains volunteers for events and programs.

  • Establishes procedures for scheduling events and registration of participants.  (In reference to safety, insurance, fees, forms and records.)

  • Evaluates event effectiveness, recommends improvements, and new events.

  • Markets events and activities. (Press releases, flyers, newsletters, brochures, social media for promotions and activities.

  • Working with the Town Manager prepares budget, manages and tracks expenditures, submit purchase order requests, hires vendors, and entertainers.

  • Manages posts to the Town’s Facebook page.

  • Performs related duties as assigned.

Special Requirement:

  • Possession of a valid North Carolina driver’s license.

  • Possession of CR and First Aid Certification.

  • Be willing to attend in-state training conferences.

Education and Experience:

Graduation from a two-year college/university with a degree in special event planning, marketing, or related field and some experience in festival and special events management, or an equivalent combination of education and experience. Salary based on experience.

Firefighter/Paramedic           1 position

The Town of Newport Fire Department , "The 43 House" is currently accepting applications for one full-time Paramedic/Firefighter Trainee or FF/Paramedics. Successful candidate will work a 48/96 shift schedule. Our department covers seventy-five square miles of response area composed of rural and suburban districts. Shift personnel cross-staff fire apparatus and ALS transport units with a steadily increasing call volume, answering over 2300 calls for service in 2023.

 

Minimum Qualifications:

High school diploma or equivalent

Valid NC Driver’s License

NCOEMS Paramedic

ACLS, PALS, BCLS, PHTLS

NC Firefighter I & II, Haz Mat Ops, NIMS 100, 200, 700, & 800.

Applicants must be physically capable of carrying out the duties associated with EMS and training as a NC Firefighter. Successful candidate will be required to pass boarding with the Carteret County Medical Director, prior to the first assigned shift day.

Water/Wastewater Treatment Plant Operator

The Town of Newport is seeking a Water and Wastewater Treatment Plant Operator that is a proactive individual with the ability to function as part of a team and independently under general supervision. Operates the Water and Wastewater Treatment Plant; makes adjustments to the equipment to maintain proper water quality, water flow, and volume; performs basic preventive maintenance to pumps, chemical feeders pumps and related equipment; performs water sampling and maintains daily records and reports of work performed and any other assigned tasks.

 

Applicant should have the ability to perform demanding physical tasks and work in all types of weather conditions. Hours are Monday- Friday 8AM to 5PM but must be able to work nights and holidays if called in for emergency repairs or disaster response. Position requires rotating weekend duty and after-hours on-call duty once training on the system is complete.

 

 

Minimum Requirements: High School Diploma or GED.  Valid North Carolina Driver's License (Class B CDL with Tanker within 90 days of employment). Minimum requirements include NC C-Well and NC Grade 2 Wastewater Certification.   May consider training the right candidate. The Town of Newport is seeking a highly motivated individual to perform difficult work in planning and supervising the operation, maintenance, and repair of the water and wastewater treatment plants and water distribution and sewer collection systems.

Essential Job Tasks

  • Serves as ORC of the water and wastewater treatment plants, land application program, and wastewater collection system; performs regulatory reporting and records management for these systems.

  • Provides direct supervision and leadership as needed for plant operators and other staff.

  • Supervises the work of employees engaged in plant operations.

  • Oversees the annual state certification of laboratories at the water and wastewater plants; oversees collection and testing of samples; reviews contract laboratory analysis results for regulatory compliance and process control.

  • Participates in the hiring, promotion, training, discipline, evaluation, and other personnel actions and decisions for the department.

  • Researches, recommends and implements strategies for meeting new regulatory requirements.

  • Maintains and analyzes a variety of reports as required for regulatory compliance, Town policy, and as needed for effective management decision-making.

  • Acts in the absence of the Director and represents the department in various meetings as needed.

  • Leads and participates in the collection of yard waste.

  • Leads and participates in cleaning curbs and storm drains.

  • Participates in the training, safety, and go-going performance coaching of crew employees; insures application of safety regulations.
